Using 2 NIC's in ESXI 6.7 to have 2 subnets, one on each nic

I am somewhat new to adding new NIC's to esxi and not using VLANS but in this can a VLAN will not work, I have a esxi 6.7, there are 2 nic's installed, I have created a switch and port group accordingly for each (see pics below).

 

I have a firewall acting as a gateway for 2 different subnets, 192.168.1.1/24 and 192.168.15.1/24 each nic is connected to the same physical switch, which is inturn connected to the firewall, I can get an IP on the 192.168.1.1/24 subnet no problem but when I add a VM to the new switch and port group I can not give it any ip on the 192.168.15.1/24 where it will work.  I am at a loss on what I am configuring wrong here.

 

Any help would be appreciated,
