Safemode reboot loop???

I have a ESXi 4.1 (260247) install that is about 4 years old now.  Works flawlessly, very simple setup on a HP Proliant DL180G6.

It runs 3 VM's, all Windows 2008 R2 64 server.  One is an AD domain controller, the second is Exchange and the third is a Terminal Remote Desktop server.

 

A recent update to an accounting app (Sage Business Vision 2014) is not loading properly on the terminal server.  BV tech support has asked that I boot to safe mode and try the install of a few driver files there.

 

Intuitively I connected to the console, shutdown and pressed F8 during reboot to get the options. Selected safemode and then let it boot.  After the login screen comes up on the console the VM will reboot within about 15 seconds.    I thought it may have to do with the VMtools so I uninstalled those with the same results.  Instead of using the menu command to have the guest initiate the ctrl-alt-del I tried the ctrl-alt-insert and that also will do the boot in the middle of your login.  Instead of logging in right away I decide to wait.  Doesn't matter if you try a login or just wait aprox 15 seconds the system will reboot.  I thought maybe it was something wrong with my server so I tried to get the exchange or the domain controller VM to boot to safe mode... all the same results.

 

Anyone have any ideas?  I tried googling just general windows 2008 server reboot on safemode boot but nothing sticks out as the issue.
