why can't I change port group?

I have ESXi 6.5, no vCenter. I created like 5 port groups. I was having trouble getting network connectivity with the one that I attached a VM vNIC to; so, I tried to change the port group to test another one, but the drop down only has one port group available. What's going on there?

I have 3 vSwitches. Two are each teamed to two uplink ports and the third has only one uplink port. There are one or more port groups connected to each vSwitch.

I created a new port group to test and then I could change to that port group. So, why are the others not showing up in the VM edit drop down?
