Esxi 6.5 does not start when clicked Reboot

Hi,

I did installed Esxi 6.5. I am facing problem in restarting the ESXI 6.5

I did went into Esxi 6.5 vsphere web client and clicked on reboot. The problem is when I attach monitor to my ESXI I can see a below message

" Shutting down APs....

This system has been halted.

It is safe to use the reset or power button to reboot.

"

I was expecting that when user clicks on Reboot in vsphere web client on ESXI 6.5, it will shut down and reboot automatically. Can you please tell me what I am doing wrong here as it is becoming hard to connect ESXI with monitor every time.
