Cannot add USB device to VM ESXi 6.5

I have a USB SATA Dock that I would like to connect to a VM. I plug the USB Dock into my host. It shows up when I do a "lsusb"

I have added the USB 2.0 controller to the VM and the USB Controller shows up in the VM but when I try to add a USB Device it tells me "Not Available"
