Unable to reach VMs from outside LAN network nor each other

I setup a new network with 10.0.{SERVER-NO}.{VM-NO} IP format.

So, for example: one of my ESXi server have 10.0.8.254 IP and have 2 VMs with 10.0.8.1-2 IPs.

Promiscuous mode is open too but still there is no sign of connection to other VMs and inside of VMs.
