Autorun VM on the trigger to another VM

We use the sphere 6.5. What standard means of vSphere can automatically start the VM when the load on another VM increases.

I will explain: there are two servers in the cluster. One server is running, the second is off. When the CPU load is more than 70% for 5 minutes, it is necessary to turn On the second VM. If the load drops to less than 30%, the second VM is turned Off.

Is it possible to implement such a scenario with vSphere?
