Deployment error on ESXi 6.5 standalone host

I am seeing issues deploying a firewall ovf to an ESXi 6.5 host and connecting via the web client. This worked properly in ESXi 6.0 using the thick client

Trying to determine if there are OVF changes in ESXi 6.5. The OVF was created in 5.X
